How MEPCO tariff billing actually works
A detail most guides get wrong: for most households, your bill is not calculated the way income tax brackets work.
Unprotected consumers (the default)
If you're not classified as protected or lifeline, every unit in your bill is charged at the rate of the highest band your month's total reaches — not a blended rate across bands. Crossing from 200 to 201 units doesn't just cost you one extra unit's worth; your entire month reprices into the next band.
Protected consumers
Protected consumers are the exception — they do get the benefit of the previous slab, so their first 100 units are charged at the lower rate and only units 101–200 shift to the next rate. To qualify, usage must stay at or under 200 units a month consistently for the past six months, the connection must be non-Time-of-Use, and the sanctioned load must be under 5 kW.
Lifeline consumers
A stricter category: single-phase connection, sanctioned load of 1 kW or less, and the higher of the last 12 months' or the current month's usage at or under 100 units. Lifeline consumers get no slab benefit — the whole month is billed at whichever of the two lifeline rates it falls into.
5 kW rule that catches people off guard
A household using very little electricity can still be permanently barred from protected status if its sanctioned load is 5 kW or higher — that load requires Time-of-Use metering, which is not eligible for protected pricing regardless of how few units are used.

Lifeline: no fixed charge; a minimum monthly charge of Rs 75 (single-phase) applies instead. 5 kW+ connections are billed under Time-of-Use (Rs 46.85/unit peak, Rs 34.53/unit off-peak). Prepaid residential: flat Rs 42.12/unit.
Quarterly Tariff Adjustment — currently in effect
A temporary per-unit adjustment on top of the slab rate, notified separately each quarter and excluded for lifeline and prepaid consumers.

Not if you're an unprotected consumer, which is most households. The notified schedule gives only protected consumers the benefit of the previous slab; unprotected consumers have their entire month's units charged at the rate of the highest band reached.
At the current notified rates, an unprotected consumer at exactly 200 units pays Rs 5,782 in energy charges. At 201 units the whole month reprices to the next band: Rs 6,653 — about Rs 871 more for one extra unit, before tax.

Yes. Protected status only applies to non-Time-of-Use residential connections with a sanctioned load under 5 kW. A load of 5 kW or above requires Time-of-Use billing and can never qualify for protected rates, regardless of usage.
